West Bengal Government Paid leave for staff of all establishments on poll day

West Bengal government today made it mandatory for all establishments to grant paid holidays to their employees on the day of polling in their areas.

“It is obligatory for the employers of any business, trade, industrial undertakings or any other establishments of the areas under the Assembly segments to grant paid holiday on respective days to their workmen,” a government statement said.

Polling to 294 assembly seats will be held in six phases beginning April 4. The last polling day is May 5.
An exemption to the above holiday has however been granted to fuelling stations.

“The Governor has exempted all classes of petrol and diesel pumps (filling stations) situated within the areas of the Assembly constituencies,” a statement said.

Request to Taxpayers to Avail Facility for Online Rectification

Income-tax Act provides the taxpayer with an option to seek rectification of mistakes apparent from record under section 154 of the Act. The e-filing portal of the Income Tax Department provides the utility for online filing and tracking of rectification requests. Taxpayers who are not satisfied with the outcome of processing of their Income Tax Return by the Centralized Processing Centre, Bengaluru can avail of the facility of online filing and tracking of rectification requests available on https://incometaxindiaefiling.gov.in.

In case of any mistake in data entry of Tax payment or TDS details, taxpayer can select the “Rectification Request Type->Taxpayer is correcting data for Tax Credit mismatch only” and the use the option of pre-filling the correct details for the relevant Assessment Year while submitting the rectification request.
In case of data entry mistake in any other Schedule or omission of any details, taxpayer can select the option “Taxpayer is correcting Data in Rectification” and the reason for seeking rectification.

In any other case taxpayer can select the option “No further Data Correction Required, Reprocess the case” where the mistake in processing may have occurred due to non-reporting of TDS by deductor etc.

With this utility a taxpayer can also the monitor the status of disposal of rectification request.

CPC, Bengaluru has already processed 6,53,763 online rectification requests in F.Y.2015-16 till 29th February 2016. CBDT is committed to ensuring accuracy in processing of returns and determination of refunds and seeks the active cooperation of taxpayers in ensuring correctness of data while submitting the return or rectification request.

As per Board’s letter of even number dated 07.01.2016 (RBE No. 02/2016) under reference on the subject mentioned above, the power of relaxation in minimum educational qualification and three years’ service condition in existing post and Grade Pay & Exemption of typing test to outstanding sports persons for their Out of Turn Promotion has been delegated to General Managers. In this connection it is clarified that the power of relaxation in minimum educational qualification and three years’ service condition in existing post and Grade Pay & Exemption of typing test shall also cover the cases where Out of Turn Promotion is w.e.f. date prior to 07.01.2016.

Central government employees to declare details of foreign accounts under Lokpal Act

All Central government employees have been asked to declare details of deposits in foreign bank accounts which includes those of their spouses and dependent children, as per the new rules under the Lokpal Act.

Besides, they have to give details of paintings, antiques, furnitures and electronic equipments among others in case their total current value exceeds two months’ basic pay or Rs one lakh.

The declarations under the Lokpal Act are in addition to similar ones filed by the employees under various services rules. All Group A, B and C employees are supposed to file the declaration under the Lokpal law.
The Department of Personnel and Training (DoPT) has written to all Central government ministries and Chief Secretaries of state governments to ensure that the employees working under them declare details of their assets and liabilities, along with that of their spouse and dependent children, by April 15.

All employees have to file returns of two years–i.e. for 2014 and 2015 by April 15–and another return giving details of their assets and liabilities for 2016 by July 31, this year.

“In this regard, it is stated that there shall be no further extension of the aforesaid last date i.e. April 15, 2016,” it said in the communique.

There are about 50 lakh Central government employees.

The employees will also have to inform separately in case of any investments of over Rs 2 lakh made in movable assets, insurance, bonds, shares and mutual funds in the new form.

Investment above Rs 2 lakh to be reported individually.

Investments below Rs 2 lakh may be reported together, it said.

“Details of deposits in foreign bank(s) to be given separately,” the DoPT said.

Employees have to give details of expensive furniture, fixtures, antiques, paintings and electronic equipment also if the total current value of any particular asset in any particular category (e.g. furniture, fixtures, electronic equipments, etc) exceeds two months’ basic pay or Rs one lakh, it said.
