An employee union leader said the Empowered Committee of Secretaries (E-CoS) may take 2-3 weeks to screen the allowance committee report on 7th pay commission recommendations. The Empowered Committee of Secretaries will then firm up the proposal for approval of the Cabinet.

The employee union leader earlier this week met top government officials where he was told about the tentative time to be taken by the Empowered Committee of Secretaries on screening the allowance committee report on 7th pay commission recommendations. The Ashok Lavasa committee on allowances, which examined the 7th pay commission's recommendations on allowances, submitted its report to the finance minister on April 27.

The allowance committee has suggested some modifications in some allowances that are applicable universally to all employees as well as certain other allowances which apply to specific employee categories, the finance ministry said in a statement.

The allowance committee report is being currently examined by the Department of Expenditure. Once that is done, it will be placed before the Empowered Committee of Secretaries (E-CoS) set up to screen the 7th pay commission recommendations and to firm up the proposal for approval of the Cabinet. The employee union official said that the allowance report will be soon taken up by the Empowered Committee of Secretaries.

The 7th pay commission had recommended that house rent allowance or HRA be paid at the rate of 24%, 16% and 8% of the new basic pay, depending on the type of city.

The 7th pay commission had also recommended that the rate of HRA be revised to 27% 18% and 9% when DA crosses 50%, and further revised to 30 per cent, 20% and 10% when DA crosses 100 per cent. With regard to allowances, employee unions have demanded HRA at the rate of 3%, 20% and 10%.

The 7th pay commission had recommended that of a total of 196 allowances, 52 be abolished altogether and 36 be abolished as separate identities by subsuming them in another allowance.

The Cabinet on Wednesday approved modification in recommendations of the 7th pay commission relating to the method of revision of pension of pre-2016 pensioners and family pensioners based on recommendations of a high-level panel. It is said that the decision will benefit over 55 lakh pre-2016 civil and defence pensioners and family pensioners.

Subject: Introduction of Annual Medical Examination for CHS and Dental doctors of the age of 40 years and above on the lines of Annual Medical Examination for other Group 'A' officers of Central Civil services.


The undersigned is directed to draw attention to the Office Memorandum No 21011/ 1/ 2009-Estt. (A) part dated 13t February 2012 issued by Department of Personnel and Training read with Office Memoranda of even No dated 2oth March 2013 and 15th January 2015 vide which Annual Medical Examination has been introduced for Group 'A' officers of Central Civil services of age 40 years and above. The scheme of Annual Medical Examination has been considered by this Ministry in respect of CHS and Dental doctors and it has been decided to introduce the said scheme for CHS and Dental doctors of the age of 40 years and above on the lines prescribed by DoPT in OMs referred above (copy enclosed).


2. The Annual Medical Examination may be conducted in the hospitals empanelled by the Ministry from time to time at the rates of Rs. 2000/- for male officers and Rs. 2200 / - for female officers who visit the hospital / institute with the requisite permission letter from their Competent Authority. The expenditure incurred for this purpose shall be reimbursed by the concerned organization as per the prescribed rate or actual whichever is lower.

3. The list of medical tests for the above purpose is as per Annexure-I. The proforma for Health Check up for CHS and Dental doctors is annexed as Annexure II. The Summary of the Medical Report is to be prepared separately by the Medical Authority in the prescribed format i.e. Annexure III. The summary of Medical Report is to be enclosed by the officer concerned in his APAR.

4. In non CGHS areas, the number of hospitals empanelled under CS (MA) Rules being relatively lower, different offices may identify one or more hospitals locally and refer the officers to such hospitals for medical examination as per the prescribed schedule and rates. State Government hospitals and semi-Govt. / Public Sector Undertaking (PSU) hospitals may also be contacted for the purpose.

The Confederation of Central Government Gazetted Officers' Organization is an apex level organization, embracing in its fold a number of Gazetted Officers' Organizations recognized by their respective Central Government departments such as Railway Promotee Officers, Income Tax Gazetted Officers, All India Audit and Accounts Officers, Pay and Accounts Officers(Civil), Postal & Telecom Financial Accounts Officers, Zoological Survey, Botanical Survey, Customs Preventive Officers, Indian Ordinance Factories Gazetted Officers, DRDO Technical Officers, DGQA Engineers, CPWD Engineers, All India Radio Engineers, Postal Officers, Marine Product Export Development Authority Promotee Officers, Statistical Gazetted Officers, Navy Civilian Officers, Defence Accounts Officers, Group B Gazetted Survey Officers etc.

Kindly refer to our letter dated 19.08.2016 wherein this Confederation expressed its anguish that the anomaly committee to rectify the anomalies arising out of the Seventh Central Pay Commission would deal only with those represented by the staff Side JCM organisations and about the absence of apex level mechanism to rectify the anomalies arising out of the 7th Central Pay Commission common to the Gazetted Officers and the promotee Cadre.

It is humbly submitted that this Confederation also needs to be conferred the right to represent about the anomalies arising out of the 7th Central Pay Commission before the committee or any other forum nominated for this purpose.

The Confederation of Central Government Gazetted Officers Organisations' has been representing the grievances of Gazetted officers of Central Government and has submitted a memorandum of common demands pertaining to Gazetted officers and has offered oral evidence before the seventh pay commission. This being the case, the anomalies arising out of the 7th Central Pay Commission affecting the Gazetted Cadres working in the Central Government needs to be heard and rectified by the specific forum appointed for this specific purpose and denial thereof denies Justice to a large number of Gazetted Officers of the Central Government.

In this backdrop, I am directed to request you Sir, that the anomalies arising out of the Seventh Central Pay Commission affecting the Gazetted and Promotee Officers common to two or more departments be heard by this committee or any other separate committee exclusively for this purpose. It is a matter of regret that our repeated representations remain unresponded. More than lakh Gazetted officers are seeking to represent their Grievances on anomalies through this Confederation before the Government.

Therefore, I request your good self to intervene in this matter and provide a favorable climate to the Gazetted and Promotee Officers of the Central Government. Further, we shall be thankful to you Sir, if you could give us an opportunity to explain our position in respect of anomalies arising out of 7th Central Pay Commission affecting the Gazetted officers and promotee Officers.

Implementation of favourable recommendations of GDS Committee report

Latest Position in GDS Committee Report

NFPE & AIPEU-GDS congratulates all Postal employees who made the 27th April 2017 mass dharna in front of all Divisional/Regional/Circle offices, a grand success. We have raised only one demand in the dharna - Implementation of favourable recommendations of GDS Committee report.

Implementation Committee constituted by Postal Board under the Chairmanship of Member (T) who was holding charge as Member (Personnel) submitted its proposal to the Secretary (Posts). The proposal of the implementation committee is now being examined by the JS & FA (Internal Financial Advisor) of the Postal Board. After that the proposal is to be approved by Secretary, Department of Posts. Then the proposal is to be approved by Minister, Communications. After Minister's approval it will be submitted to the nodal Ministries (Department of Personnel & Training, Law Ministry and Finance Ministry) for approval. After obtaining all the above approval only, Postal Board will prepare the Cabinet note and submit the proposal for approval of Cabinet.

Knowing very well that this is the procedure, the recognised GDS Union is creating confusion among the GDS employees. The indefinite strike notice and postponement without any concrete result was a drama to cheat the GDS. The very same General Secretary of recognised GDS Unions who earlier used to criticize other unions/Federation for postponing the strike is now going on postponing the strike again and again. After postponing the strike the GS of recognised GDS Union is advising the GDS that - "all these procedures are compulsory that will take more than a month or so", Then why indefinite strike is declared from 25th April 2017 ? The Recognised GDS Union could not do anything, eventhough the Kamalesh Chandra Committee Report on GDS was submitted on 24th November 2016 (four months back). Now the recongised GDS Union has requested Postal Board to Postpone GDS membership verification fearing withdrawal of recognition after verification.

The Central Working Committee of AIPEU-GDS is being held at Trivandrum (Kerala) on 5th May 2017. Federal Executive of NFPE being held at New Delhi on 12th May 2017. These meetings will take decision for continued agitational programmes for implementation of positive recommendations of GDS Committee report including strike. All GDS employees are requested to strengthen AIPEU-GDS which is moving jointly with NFPE for early implementation of GDS Committee Report.

The promulgation of Banking Regulation (Amendment) Ordinance, 2017 will lead to effective resolution of stressed assets, particularly in consortium or multiple banking arrangements

The Ordinance enables the Union Government to authorize the Reserve Bank of India (RBI) to direct banking companies to resolve specific stressed assets

The promulgation of the Banking Regulation (Amendment) Ordinance, 2017 inserting two new Sections (viz. 35AA and 35AB) after Section 35A of the Banking Regulation Act, 1949 enables the Union Government to authorize the Reserve Bank of India (RBI) to direct banking companies to resolve specific stressed assets by initiating insolvency resolution process, where required. The RBI has also been empowered to issue other directions for resolution, and appoint or approve for appointment, authorities or committees to advise banking companies for stressed asset resolution.

This action of the Union Government will have a direct impact on effective resolution of stressed assets, particularly in consortium or multiple banking arrangements, as the RBI will be empowered to intervene in specific cases of resolution of non-performing assets, to bring them to a definite conclusion.

The Government is committed to expeditious resolution of stressed assets in the banking system. The recent enactment of Insolvency and Bankruptcy Code (IBC), 2016 has opened up new possibilities for time bound resolution of stressed assets. The SARFAESI and Debt Recovery Acts have been amended to facilitate recoveries. A comprehensive approach is being adopted for effective implementation of various schemes for timely resolution of stressed assets.
