OFFICE MEMORANDUM
Subject : Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 1. 7 .2015.

The undersigned is directed to refer to this Department’s OM No. 42/10/2014- P&PW(G) dated 27’h April, 2015 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 113% to 119% w.e.f. 1st July, 2015.

2. These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of Rs. 3500/- p.m. in terms of this Department’s OM No. 23/1197-P&PW(B) dated 23.2.1998 read with this Department’s OM No. 23/3/2008- P&PW(B) dated 15.9.2008.

3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible to restoration of 113rct commuted portion of pension as well as revision of the restored amount in terms of this Department’s OM No. 4/59/97- P&PW (D) dated 14.07.1998 will also be entitled to the payment of DR@ 119% w.e.f. 1.7.2015 on full pension i.e., the revised pension which the absorbed employee would have received on the date of restoration had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfillment of the conditions laid down in para 5 of the O.M. dated 14.07.98. In this connection, instructions contained in this Department’s OM No.4/29/99-P&PW (D) dated 12.7.2000 refer.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2. 7 .1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANS No. 2958/GA-64 (ii) (C53L)/81 dated the 2151 May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2015-E.ll(B) dated 23rd September, 2015.

Mumbai: The Maharashtra government today decided to hike the Dearness Allowance (DA) of state government employees by six per cent with effect from January 1, 2015.

The DA is now 113 per cent from the existing 107 per cent.

DA is calculated on total of basic pay and grade pay.

Finance Minister Sudhir Mungantiwar said the arrears would be given from October 1, 2015. Separate orders would be issued for payment of arrears from January 1, 2015 to September 30, 2015.

He said the decision was government’s Diwali gift to the employees. The decision will benefit 18 lakh officials and employees as well as 6.5 lakh pensioners.

Subject: Select List of Selection Grade (Deputy Secretary) of Central Secretariat Service (CSS) for the year 2011.
 
The competent authority has approved the recommendations of the DPC which met on 30.09.2015 to consider Officers of the Grade I of CSS for inclusion in the Select List of Selection Grade (Deputy Secretary) of CSS for the year 2011.

2. The Select List of Selection Grade (Deputy Secretary) of CSS for the year 2011 is at Annexure. The panel size for DSSL 2011 is 131. However, Officers in excess of the panel size have been placed in DSSL 2011 to fill up retirement vacancies that had arisen during the panel year 2011.

3. Two vacancies have been kept in respect of Sh. Niraj Kumar (CSL No. 4649-A) and Sh. S. Shankar (CSL No.4784) for further follow-up action.

3. The inclusion Of Officers in DSSL 2011 is subject to final outcome of Writ Petitions No. 6597/2012 and 3003/2013 pending before the Honourable High Court of Delhi and also subject to any Orders of any other competent Court in any connected matter.

Sub : Admissibility of House Rent Allowance in the event of non-acceptance or surrender of railway residential accommodation.
Ref : PNM-NFIR Item No. 40/2012

During a meeting held on 15.07.2015 with the Board and the NFIR on the subject mentioned above. the Federation pointed out that railway quarters which are unfit for occupation or in a dilapidated condition are being allotted by the railway administration in the Zonal Railways/Units and thereby the affected railway employees are being denied HRA. The Federation further requested that necessary instructions may be issued in this regard.

2. In view of the above, all the Zonal Railways/Units may ensure that before allotment of railway quarters to eligible railway employees, it should be ensured that such railway quarters are fit for occupation.

3. This issues in consultation with the Land and Amenities Directorate of Railway Board.

Dear Comrades,

The National Secretariat Meeting of the Confederation held at Hyderabad on 09th October 2015 while endorsing the decision of the National Joint Council of Action (Railway, Defence & Confederation) to organize massive protest dharna at Jantar Mantar, New Delhi on 19th November 2015 and also Nationwide Protest Demonstration in front of all works spot & offices, has decided to further intensify the protest action against the negative attitude of the NDA Government by organizing the following programmes: –

(1) 2015 November 2nd to 6th – Campaign Week.

(2) 2015 November 6th – Nationwide Mass Dharna at all Important centres.

The Campaign and Protest Dharna will be organized mainly on the following three issues: –

(1) Non Settlement of any of the legitimate demands raised by the JCM Staff Side, National Council by the NDA Government.

(2) Causing engineered delay by the Government in the submission of 7th CPC report by granting four months extension upto 31st December 2015, even when the Pay Commission was ready to submit its report within the stipulated time i.e. 28th August 2015.

(3) Unwarranted intervention of the Finance Ministry in the independent functioning of the Pay Commission by issuing a statement asking the 7th CPC to factor into its report the fiscal concern of the government and thereby to pressurize the commission not to recommend wage rise on the basis of a sound and scientific formulation.

All affiliated organizations and C-O-Cs are requested to implement the above campaign and protest programme throughout the country in a most befitting manner.

Construction of Houses and barracks at various establishments of CISF, CRPF and ITBP

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi, today has given its approval for construction of 13072 houses and 113 barracks of various types at 68 locations of the Central Industrial Security Force (CISF), Central Reserve Police Force (CRPF) and Indo-Tibetan Border Police (ITBP) during 12th Five Year Plan (2012-2017). This will be at an estimated cost of Rs.3090.98 crore. The main components include construction of 13072 residential houses (Type-ll, III, IV, V & VI) and 113 barracks (Type- Men Barrack-120, 150,180, 240, 252, 264, 360) at 68 locations of CISF, CRPF and ITBP.

The existing housing satisfaction level in the CISF, CRPF and ITBP is about 12.06 percent, and after the completion of the proposed project, the satisfaction level will reach to 15.13 percent. This project will meet the urgent need to improve the efficiency of the Forces with increasing housing satisfaction level. The improved housing satisfaction level will boost the morale of CAPF, improving the efficiency to deal with law and order, Counter Insurgency (Operation), Anti-Naxal Operations and guarding India’s international border.
