Seventh Pay Commission: Infact Central Employees will richer or....
New Delhi: Nowadays, the table of expected pay scales in 7th pay commission comparing with the 6th pay commission is sharing in huge on social networking sites.

According to the said table the expected pay of the lowest category of employees (Peon/Khalasi/Mali/Chowkidar) will be enhanced from Rs.7,000 to Rs.21,000 at the time of entry in service. 

Similarly the entry pay of clerk will enhance from current Rs.11,360 to Rs.34,080.  The entry pay of the Director level officers in Ministry will enhance from currently Rs.46,100 to 1,38,300.

And what about the Secretaries in Ministry, currently they are getting fixed pay of Rs.80,000, which may be increased to Rs.2,40,000.  Similarly the pay of Cabinet Secretaries will be enhanced from Rs. 90,000 to 2,70,000.

However, while an officer of finance ministry was asked upon this, then he stood this misleading. According to him the seventh pay commission was constituted on 28th February, 2014 and the commission has the 18 months time to give its report.  Presently commission is on work.  No any interim report has been given by the commission like this. 

The coming time will tell us that whether it is right or only speculations.  And it is also to see that employees will richer or ......

Dear Comrades,
As you are aware, more than five lakhs Postal and RMS employees including Gramin Dak Sevaks and Casual, Part-time, Contingent employees, under the banner of Postal Joint Council of Action (PJCA) comprising National Federation of Postal Employees (NFPE), Federation of National Postal Organisations (FNPO), All India Postal Employees Union GDS (NFPE) and National Union of GDS have decided to go on nationwide indefinite strike from 6th May 2015. Main demands are (1) No Corporatisation or privatisation of Postal Services, (2) Inclusion of GraminDak Sevaks under 7th CPC and grant of Civil Servants status with all benefits. (3) Implementation of Cadre-Restructuring agreement and (4) Settlement of other cadre-related issues.

Confederation National Secretariat meeting held on 28-04-2015 at New Delhi, has decided to extend full support and solidarity to the Postal strike. Accordingly the following decision was taken:

ALL CENTRAL GOVT.EMPLOYEES BELONGING TO ALL AFFILIATED FEDERATIONS/UNIONS/ASSOCIATIONS OF CONFEDERATION SHALL CONDUCT HALF-A-DAY’S WALK-OUT PROGRAMME AND SHALL ORGANISE MASS DHARNA AND DEMONSTRATIONS IN FRONT OF SELECTED POST OFFICES/RMS OFFICES THROUGHOUT THE COUNTRY ON 7TH MAY 2015 THURSDAY ie; THE SECOND DAY OF THE STRIKE. If the strike is prolonged due to the negative attitude of the Government, the Confederation shall decide and declare further course of action.

All affiliated organisations and C-O-Cs are requested to take necessary action to implement the above programme successfully at all centres.

Dearness Allowance for Workmen and Officer Employees in banks for the months of May, June & July 2015 under IX BPS/Joint Note dt. 27.4.10

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended March 2015 are as follows:-

Jan 2015 – 5797.78
Feb 2015 – 5774.95
Mar 2015 – 5797.78

The average CPI of the above is 5790.17 Consequently, dearness allowance to employees is payable for 738 slabs for the period May, June & July 2015 i.e., an increase of 4 slabs over the current level.

In terms of clause 7 of the 9th Bipartite Settlement dated 27.04.2010 and clause 3 of the Joint Note dated 27.04.2010, the rate of dearness allowance payable to workmen and officer employees for the months of May, June & July 2015 shall be 110.70 % of ‘pay’. While arriving at dearness allowance payable, decimals from third place may please be ignored.

We advise banks to pay the difference between the old and revised salary and allowances to officers on an ad hoc basis, pending amendments to Officers’ Service Regulations.

REVISION OF DA CALCULATION FORMAT – INSTANT OF JUNE AND DEC, WE PROPOSED APRIL AND OCTOBER

It is a well-known fact that every six months, the Central Government increases the Dearness allowance for its employees during the months of January and July. The increased amount is calculated on the price index (CPI IW BY 2001=100) of essential commodities. Rise in the Dearness allowance is being calculated on the basis of the changes in the prices of the essential commodities during the periods between January and June and the period between July and December.

But, it takes around three months since the release of the price index for the months of June and December to arrive at the calculation for the increase in the Dearness allowance. With the result that the increase due from the month of July is being given only from the month of October and the amount due from January is being given only from the month of April.

And, because of this situation, the amount due for the left-behind period of two months is to be settled as arrears. Practical problems arise in the calculation of the arrears amount and also problem arises in clarifying the doubts of the beneficiaries. Pensioners especially, are more tensed up over this procedure.

To avoid this situation, the price index during the periods from November to April and from May to October can be taken into account and the increase in the Dearness allowance calculated based on the information relevant to these periods. The amount can be disbursed from the months of January and July as per this calculation so that there’s no due as arrears.

We imaginatively tested this method to find out the result. It was found out that there was no tangible change in the increase amount if calculated on the basis of the price index obtained during the months of April and October.

Sub: Wide publicity to ‘Jeevan Pramaan’ – message from Joint Secretary (Pension) – regarding.

Sir/Madam,
In continuation of letter of even number, dated 17th April, 2015, the undersigned is directed to forward herewith a message from the Joint Secretary, Department of Pension and Pensioners’ Welfare for submission of Digital Life Certificate by pensioners and family pensioners on ‘Jeevan Pramaan. This facility is in addition to the other available means of submission of life certificate.

2. We are confident that by now your bank is in a state of readiness to receive digital life certificates, complete with the seeding of Aadhaar Numbers in the bank accounts.

3. For proper implementation of the initiative, awareness and sensitisation of the bank officials as well as pensioners is also absolutely critical. Enclosed with this letter is a message for pensioners.

4. This message may be displayed prominently at all the branches and ATM locations of your bank. Pamphlets of the message may be handed over to the visiting pensioners and wherever available, the message may be sent electronically to them through e-mail etc.

5. We hope these measures would go a long way towards making this initiative a success.

In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks will ensure authenticity of pension and other payments by linking Aadhaar number with bank accounts and PPO numbers.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar at an early date and furnish this information to the Pension Disbursing Authority so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

Recommendations of TRAI on Full Mobile Number Portability (MNP)

Mobile Number Portability

The Government has approved recommendations of TRAI on Full Mobile Number Portability (MNP) on 3rd November, 2014. The same was to be implemented within a period of 6 months.

Various steps were taken for implementation of Full MNP. TRAI has also issued a regulation on 25th February, 2015 for the same. This regulation prescribed the elaborated process/steps for implementation of Full MNP in actual scenario when the number is to be ported. Detailed discussions were held with stakeholders to address various technical complexities emerged while implementing the Full MNP in the networks.

The various operators have already put in place hardware and software in their system required for implementation of Full MNP. Internal testing by these operators is in advanced stage. The detailed final testing is schedule to commence shortly and is likely to be completed in two months for most of the operators.

In view of above, the Government has decided to extend the date of implementation of the full MNP in the networks by two months.
