Clarification on MACP Scheme – Employees joining in Grade Pay of Rs.4600 on direct recruitment

Subject: Grant of financial upgradation under MACP Scheme – Clarification reg.
Ref: ECR’s letter No.E/205(A)/O/ECR/HJP, dated 11.07.2014

In context of E.C.Railway’s letter under reference, it is stated that the matter has been examined and it is clarified that:-
(a) The employees joining a post in Grade Pay of Rs.4600, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs.4800, Rs.5400 of PB-2 and Rs.5400 of PB-3, provided that no two successive grades i.e., feeder and promotional are in the same Grade Pay.

(b) Similarly, the employees joining a post in Grade Pay of Rs.4200, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs.4600, Rs.4800 and Rs.5400 of PB-2, provided that no two successive grades i.e., feeder and promotional are in the same Grade Pay.

(c) Accordingly, the employees joining a post in Grade Pay of Rs.2800, on direct recruitment basis may be considered for grant of financial upgradation in Grade Pay of Rs.4200, Rs.4600 and Rs.4800 of PB-2, provided that no two successive grades i.e., feeder and promotional are in the same Grade Pay.

2. Further, the grant of financial upgradation under MACP Scheme is subject to fulfilment of terms and conditions contained in Board’s letter dt. 10.06.2009 (RBE No.101/2009) and clarifications issued in context thereof and the same may please be ensured while considering cases for financial upgradation under MACP Scheme.

I. Administrative Approvals
  • Demand from GNIDA – It is to inform that after Allahabad High Court order, GNIDA demanded Rs.30,99,71,480/- towards additional compensation against the land allotment.
  • Environmental Clearance – Final term of reference submitted to the Environment Impact Assessment at Lucknow. Clearance letter is still awaited.
  • Aviation Clearance – All the documents submitted for clearance for AMSL height. Clearance still awaited.
  • Submission Drawings – All the submission drawings alongwith relevant fee with regard to the approval of plans by Statutory Authority have been submitted. Clearance awaited.
  • Prequalification of Contractors – Pre-qualification of the contractors completed, tenders issued to pre-qualified contractors and commercial bids expected to be received in the month of April 2015.
  • Proof Consultant for the quality assurance and vetting of structural drawings – Offers towards Proof Consultancy work including vetting of structural designs and drawings received from IIT, Roorkee and IIT, Delhi. Proposal towards award of consultancy shall be put up to Executive Committee, CGEWHO for approval.
II. Physical progress on Greater Noida Site
  • Dewatering – Slush from the site has been removed and all the dewatering work has been completed.
  • Land Survey – Contour survey and Survey of land completed.
  • Soil Investigation – Soil Investigation by IIT, Roorkee has been completed, interim report received and final report awaited.

Interactive Awareness Workshop Under Pensioners Portal

The Department of Pension and Pensioners Welfare, Ministry of Personnel, Public Grievances and Pensions is implementing a web based mission mode project on pensions namely Pensioner’s Portal under the National e-Governance Plan. The Department has also started initiative called SANKALP for channelizing the experience and skill of Pensioners towards meaningful social activities.

The Department is proposing to conduct the next such Awareness Programme for Pensioners at Assam Rifles Garrison, Near D.C. Office, Kohima (Nagaland) on 25.03.2015. The meeting will be chaired by Secretary (P,AR&PG).

The basic objective of the project is to facilitate redressal of Pensioners’ Grievances as also to provide information and guidance to pensioners on various pension and retirement related matters. User Ministries/Departments, Pensioners, Banks, Controller General of Accounts (CGA), Central Pension Accounting Office (CPAO), Post Offices etc. are the stakeholders in this venture aimed at welfare of the Pensioners.

With a view to providing know how about the operational aspects of this Portal and the Grievances Redressal Mechanism in particular, the Department of Pensions is conducting Awareness Programmes at different locations in the country.

A Big Step Forward to make Indian Economy more Robust: Suresh Prabhu
Just within fifteen days of presenting the Railway Budget 2015-16, the Minister of Railways Shri Suresh Prabhakar Prabhu fulfilled yet another commitment of his Budget announcement by achieving the highest ever funding of Rs. 1.5 lakh crore for Railways. In this historic landmark achievement, a Memorandum of Understanding (MoU) was signed between the Ministry of Railways and Life Insurance Corporation (LIC) in the presence of the Minister of Finance Shri Arun Jaitley and the Minister of Railways Shri Suresh Prabhakar Prabhu at a function here today. The signatories of MoU were Smt. Rajalakshmi Ravikumar, Financial Commissioner, Ministry of Railways and Shri S.K.Roy, Chairman, LIC.

Speaking on the occasion, the Railway Minister said that this is the first such step in its endeavour to make Indian Railways prosperous in the future. He said that with such encouraging initiatives, the Ministry of Railways will be able to augment its resources for speedier execution of projects. Shri Suresh Prabhu said that the resultant enhanced throughput of traffic is likely to further increase the capacity to carry more to meet with a growing transportation demand leading to a robust economy. He thanked the officials of the Finance Ministry, LIC and the Railway Ministry for working together as a team to make this deal a big success.

Under this MoU, LIC will make available to the Ministry of Railways/its entities a Financial Assistance with a limit of 1,50,000 crore over the next five years for implementing Railway projects. The Financial Assistance will be available from the Financial Year 2015-16. In his Budget Speech, Shri Suresh Prabhu had announced his intention of meeting a part of the total Plan Budget of Rs 1,00,011 crore for the financial year 2015-16, through extra budgetary resources, such as market borrowings by tapping low cost long term funds. The challenge has been successfully met in a substantial measure by the signing of this MoU for mobilising resources.

There would be a five-year moratorium on interest and loan repayment and the rest of the terms would be negotiated while signing the finance assistance agreement.

The Minister of State for Finance, Shri Jayant Sinha, the Minister of Railways, Shri Manoj Sinha were also present on the occasion. Also present on the occasion, among others, were Shri A.K.Mital, Chairman, Railway Board, Shri Hasmukh Adhia, Secretary (FS), Railway Board Members and senior officials from Ministry of Finance, Ministry of Railways and LIC.

Earlier, just a few days after the presentation of Railway Budget 2015-16, the Minister of Railways Shri Suresh Prabhakar Prabhu fulfilled commitment of his budget announcement by launching a ‘Customer Complaint Web Portal and Mobile Application’. This ‘Customer Complaint-cum-Suggestion’ portal and mobile App which can be freely downloaded, is very useful as one can track the status of the complaints which he or she registered on this portal with the help of mobile App. Soon after his taking over as the Minister of Railway,, Shri Suresh Prabhu started the process of welcoming suggestions from the people to further improve the passenger services and valuable suggestions on this newly launched portal can be incorporated in all possible ways, if found suitable.

Chairman and Managing Director, Bharat Dynamics Limited (BDL) Shri V Udaya Bhaskar presented an interim dividend cheque of Rs. 48.90 crore for the financial year 2014-15 to the Defence Minister Shri Manohar Parrikar here today.

The interim dividend paid by the company works out to 42.52% of the paid up share capital of Rs. 115 crore.

Shortlisting of HCOs under continuous empanelment scheme in Delhi/NCR.

Following Health Care Organizations have technically qualified for consideration of their empanelment under CGHS Continuous empanelment scheme in Delhi/NCR.

Technically qualified HCOs which were empanelled under CGHS earlier are now required to submit letter of acceptance of CGHS rates, MoA & Performance Bank Guarantee of requisite amount (where PBG already submitted has expired) for consideration of their empanelment with CGHS within a period of 10 days but not later than 30 days from issuance of this order. The remaining HCOs which were not on CGHS panel earlier would be inspected by CGHS for physical amenities before further processing of their application for empanelment.

OFFICE MEMORANDUM

Subject:    Allotment of Type VI B [C-1] and Type VI A [C-11] houses of General Pool Residential Accommodation  in Delhi to the  Secretaries to the Government of India and  Secretary  equivalent officers and below level officers.

    The  undersigned  is directed  to  invite  attention  to  the  Directorate  of Estates instructions/guidelines   issued  vide  O.M.No.12035/9/207-Pol.ll dated 31.1.2013 for allotment  of Type VI 8 [C-1]  houses of General Pool Residential Accommodation  in Delhi among Secretaries, Secretary equivalent officers and Chairmen/Members  of Commissions/Tribunals  in the  ratio of  1: 1: 1 and vide OM No.12035/9/97-Pol.ll(Vol.ll) dated 16.1.2003 for allotment of Type VI A [C-11] houses among Secretaries/Secretary equivalent level officers and Chairmen & Members  of  various  Commissions, Tribunals  etc.  in the  ratio  of  1: 1.  The instructions   issued  vide   O.M.No.12035/9/2007-Pol.ll  dated   11.5.2011 also states that no HAG officer will be allotted Type VI A [C-11]  house or Type VI 8 [C-1] house, if an officer in the apex grade is waiting in other lists.

    2. The matter has been reviewed in view of availability of higher types of accommodation  in Commonwealth  Games Village complex  in New Delhi for allotment  and creation of a  separate Chairmen/Members Pool [CM Pool] for Chairmen/Members of Quasi-judicial bodies in Delhi.  The Chairmen/Members of the Commissions/Tribunals  will  be eligible for  residential accommodation from Chairmen/Members [CM] Pool only with effect from 1st April, 2015.

    3. Therefore,   it   has  been  decided   by  the   competent   authority   that allotment of Type VI 8 [C-1] houses of General Pool shall be made in the ratio of 1: 1  among the Secretaries to the Government of India & below level officers and Secretary equivalent  officers  and  below  level officers  with  effect from 1st April, 2015.    The allotment of Type VI A [C-11] houses in General Pool shall be made to  officers  waiting  in the  list of  General Pool and earlier  ratio  is dispensed with effect from 1st April, 2015.

    4. It has come to notice that apex grade officers have been waiting in one list  of  Type  VI 8  [C-1]  while  HAG level or  below  level  officers  are getting accommodation from other list as sufficient number of apex grade officers are not available from  that  list.   Thus, it has created an anomalous  situation  in allotments of Type VI 8 [C-1] accommodation.

    5. The matter has been re-examined by the competent authority and it has been decided that allotments for Type VI B  shall be made to the officers with apex pay scale in the first  instance in these two  categories  irrespective  of availability of units.   Thereafter, the remaining vacancies shall be allotted to Additional  Secretaries to the Government  of  India and Additional  Secretary equivalent level officers, who are not in the apex pay scale, as per the extant ratio.   Moreover, no HAG level officer shall be allotted Type VI B  [C-1]  house while officer with apex pay scale is waiting in any of the lists.

    6. This Office Memorandum supersedes O.M.No.12035/9/2007-Pol.ll dated 11.5.2011and O.M.No.12035/9/2007-Pol.ll dated 31.1.2013.

7th Pay Commission Recommendation may be implemented from April 2016

A news item published in tkbsen.in said that central government may implement 7th pay commission recommendation from April 2016.  Recently,The  Finance Minister in his pre budget speech has said  “The 7th Pay Commission impact may have to be absorbed in 2016-17.” This is for the reason the Sen Times feels,the 7th CPC report may be implemented from April 2016. The news item is posted below..

“……The Seventh Pay Commission drafted in to make a new pay structure for the 30 lakh Central government employees would not be able to submit its report in August this year, the Commission is likely to seek extension till October.

The reports of Seventh Pay Commission will be implicated from April next year as Finance Minister Arun Jaitley said in the Parliament on February 27, “The 7th Pay Commission impact may have to be absorbed in 2016-17.”


Finance Minister Arun Jaitley said above statement in his pre-budget speech. His statement indicates that the government may implement Seventh Pay Commission report from April 2016.

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

However, the Sixth Pay Commission had submitted its report within 18 months.

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central government employees more than doubled as per Fourteenth Finance Commission estimates.

As such, the central government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission.

Issues like inflation, the government’s financial position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.

It is interesting to note that the earlier governments never accepted to link the pay with productivity.
