Greetings to the IC&CE family. It is my pleasure to inform you that implementation of the cadre restructuring of the department has been approved by the Hon’ble FM on 10.5.2014. Months of hard work and waiting have finally paid off. The cadre restructuring is late by 7 years, even so there is a cause for happiness as a large number of promotions in different grades can now take place.

However, we have no time to rest as the implementation of the CR requires focus and a lot of hard work.

It is in the interest of the department to have a committed and largely satisfied work force. Stagnation is one of the de-motivating factors in this regard. While CR resolves some of the issues leading to stagnation. it does not address some of the root causes of stagnation. For this we have to take other actions such as amending the RRs, raising the matter before the next Pay Commission etc. Addressing the root of the problem also takes clarity of mind, time, patience and persistence since other Ministries & agencies are involved. It also requires that we remain united at all times. We should be cautious that divisiOns & differences do not derail/side track the process of CR which is in the larger interest of the entire department. Just as a motivated work force is important, credibility of the higher bureaucracy in the department is also equally important and must not be undermined.

Promotions to Group B gazetted and lower posts are to be done by the CCA’s. I hope that ACRs/rosters and vigilance clearances etc. are up to date. I urge all officers, staff and associations of the department to be united and face the challenges of implementation with patience, persistence and a spirit of cooperation. I again thank all of you for your support in carrying through this important work.

Subject: Implementation of Government's decision on the recommendations of 5th Central Pay Commission - Grant of Fixed Medical Allowance @ Rs.100/- p.m. to Central Government pensioners residing in areas not covered under CGHS.

The undersigned is directed to say that instructions for grant of Fixed Medical Allowance of Rs. 100/- per month to Pensioners/Family Pensioners residing in areas not covered under CGHS were issued vide this Department's O.M.No.45/57/97-P&PW(C) dated 19.12.1997, 24.08.1998, 30.12.1998 and 17.04.2000. Instructions were issued vide this Department's O.M. No. 4/25/2008 P&PW(D) dated 26.05.2010 for enhancement of the amount of Fixed Medical Allowance from Rs. 100/- to Rs. 300/- p.m. w.e.f. 1.9.2008.

2. It may take some time in completion of formalities and process for sanction of family pension after death of existing pensioner/family pensioner. Representations have been received in this Department that, the Fixed Medical Allowance to the subsequent family pensioner is allowed by some departments/organizations from the date of authorization of Family Pension. In such cases, the family pensioner does not receive the Fixed Medical Allowance for the period from the date of eligibility till the date of authorization of family pension.

3. The matter has been examined in this Department. It is clarified that in cases where the existing pensioner/family pensioner was in receipt of Fixed Medical Allowance, the family pensioner next-in-line may be allowed Fixed Medical Allowance from the same date from which he becomes eligible for family pension, if he/she otherwise fulfils the conditions for grant of Fixed Medical Allowance.

Sub: Eligibility conditions for promotion from Group ’C’ to Group ’B’ posts in the Accounts Department.
Ref.: Railway Boards letters No.E(GP)99/2/22 dated 22.7.2004, 29.04.2009 and 29.03.2010.

In terms of instructions contained in Board’s letter of even number dated 22.7.2004, Group ‘C' employees with 03/05 years of non-fortuitous service in the grade the minimum of which is Rs.5000/- and in higher Group ‘C’ grades (Vth CPC) are eligible for being considered for appearing in the 70%S election/30% LDCE held for promotion to Group ‘B’ posts in the major departments having ‘Organized Services’s including Accounts Department. Consequent upon implementation of the pay scales recommended by the VI Pay Commission, these instructions have since been modified (except for Accounts Department) vide Board’s letter of even number dated 29.03.2010.

2. Now, the matter regarding eligibility conditions for appearing in the Selection/LDCE for promotion to Group 'B’ posts in the Accounts Department, has been considered by the Board and it has been decided that:

i) For Group ‘B’ selections (70% quota), Group ‘C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34.800) with Grade Pay of Rs.4200 and above with 3 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in the Accounts Department and who have qualified the Appendix-3 IREM Examination will be eligible.

ii) For Group ‘B’ selections (30% LDCE quota), Group ’C’ employees of Accounts Department working in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4200 and above with 5 years of non-fortuitous service in the grade (including non-fortuitous service rendered in the corresponding pre-revised grades) in Accounts Department and who have qualified the Appendix - 3 IREM Examination will be eligible.

iii) In the integrated seniority of Group ‘C’ employees eligible for Group 'B’ selections (70% quota), employees in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs.4800 will be placed above those in Pay Band PB-2 (Rs.9300-34800) with Grade Pay of Rs. 4200. In either category, the relative seniority of employees coming from different streams will be determined with reference to length of non-fortuitous service in the Scale of PB-2 + 4800 or PB-2 + 4200, as the case may be.

As it is reimbursement for the whole year, original receipts for the fee paid for the 3rd / 4th quarter has to be submitted to ensure that the child has not dropped out of the school in the mid-session. O.M. No.12011/01/2013-Estt. Allowances dated 23.04.2013 refers.
3.Whether a Government servant is required to give a certificate that the spouse, if earning, has not claimed CEA?Yes.

In terms of O.M. No.12011/01/2013-Estt.(Allowances) dated 23.04.2013, the claimant Government servant is required to furnish an undertaking that reimbursement of CEA has not been claimed in respect of the child by the spouse of the claimant.

Dear Affiliates,
The 7th CPC has circulated the questionnaire to all Federations/Unions and Associations and all stake holders and to the Ministries and Departments under Govt. of India; to response to the 7th CPC questionnaire by 9th May 2014. On receipt of this, the National Council JCM Staff Side met on 6th and 7th May 2014 at Delhi and discussed the issues. After due discussion, a consolidated report has been prepared on the questionnaire and has been forwarded to the 7th Pay commission on behalf of the JCM National Council constituents, in which the INDWF is also a constituent Organisation and submitted the same by Indian National Defence Workers Federation.
The National Council JCM has requested the 7th CPC to consider the proposal on behalf of entire Govt. Employees, irrespective of the proposals given by the unions/association. We have also on behalf of the Staff Side National Council JCM requested to extend the period for submission of the memorandum by the respective unions/Federations and Associations up to 30 June 2014.

However the Staff Side JCM National Council has decided to submit their proposal on pay and allowances as well as pensionary benefits etc. by 31.05.2014.

You are requested to forward the reply to 7th CPC questionnaire from your union directly addressed to the Secretary 7th CPC as submitted by National council and Federation. However you are free to include your view also. A copy of the same should be forwarded to the federation positively. (Copy of the Questionnaire is posted to your email and indwfblog spot.com).  Moreover, we have decided to hold Directorate wise meeting to prepare the proposals and after that a consolidated memorandum will be finalized. The final proposal will be submitted to the 7th CPC on or before 30th June 2014 by the Federation.

The copy of reply to the questionnaire of 7th CPC will guide you to prepare the proposal. Read carefully and incorporate the views of National council in your proposal.

The respective Leader/Secretary and members of the Staff Side JCM’s should take the responsibility on collection of the proposals and prepare the document to be considered by the federation for submission to the 7th CPC.

Kindly prepare the documents and attend the meeting at, JCM House, New Delhi, on the date given above for each directorate.

Respected Madam,
As per the prevailing practice after submission of memorandum by the Federations / Associations to the 7th CPC, there may be oral evidence before the 7th CPC by the Staff Side of National Council (JCM) and Federations separately.

In this regard it is proposed at the first instance the 7th CPC may invite the Staff Side of the National Council (JCM) and the recognized All India Federations / Associations of employees working in different Ministries / Departments of Government of India, participating in the JCM, for oral evidence The 7th CPC may kindly obtain the list of recognized All India Federations from the various Ministries / Department.

The Commission may invite the other Associations/Federations and individuals for oral evidence thereafter..

Sub:- Submission of Memorandum by the Federations of Central Government Employees

Respected Madam,
Kindly refer to my discussion with you and the Chairman of 7th CPC with regard to extension of the time limit for submission of memorandum by the Federations of Central Government Employees.

In this regard I wish to submit that while the Memorandum on behalf of the Staff Side of the National Council (JCM) would be forwarded before 30th June 2014, it may not be possible for the Federations / Associations to forward the Memorandum before 30th June 2014 since they have to consult their constituent organizations.

It is therefore requested that the time limit for submission of Memorandum by the Federations / Associations may please be extended up to 31st of July 2014.
