Labour Bureau has published the detailed report of AICPIN for the month of December 2014 as press release on 31st Jan 2014 through its official portal, how the Consumer Price Index for Industrial Workers (CPI-IW) suddenly declined by four points and stands at 239 and Agricultural and Rural Labourers index also decreased by 12 and 11 points respectively in the same month...

The impact of four points declined in CPI-IW will reflect in the "Expected DA from July 2014'...

 Consumer Price Index for Industrial Workers (CPl-IW) - December, 2013
 
The All-India CPI-IW for December, 2013 declined by 4 points and pegged at 239 (two hundred and thirty nine). On 1-month percentage change, it decreased by 1.65 per cent between November and December compared with the rise of 0.46 per cent between the same two months a year ago.
 
The largest downward pressure to the change in current index came from Food group contributing -4.96 percentage points to the total change. At item level, Onion,Ginger, Chillies Green. Brinjal, Cauliflower, Cabbage, Peas, Tomato, Potato and other Vegetable items, Sugar, etc. are responsible for the decrease in index. However, this was compensated to some extent by Fish Fresh, Eggs Hen, Poultry, Milk, Pure Ghee, Garlic, Fire Wood. ESI Contribution, etc. putting upward pressure on the index.
 
The year-on-year inflation measured by monthly CPI-IW stood at 9.13 per cent for December, 2013 as compared to 11.47 per cent for the previous month and 11.17 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 11.49 per cent against 16.17 per cent of the previous month and 13.53 per cent during the corresponding month of the previous year.
 
At centre level, Giridih recorded the highest decline of 12 points followed by Ahmedabad, Chhinwara, Varanasi, Munger Jamalpur, Nagpur and Bhavnagar (10 points each), Jamshedpur (9 Points) Rourkela, Ludhiana, Tripura and Angul Talcher (8 points each). Among others, 7 points decrese was registered in 9 centres, 6 points in 8 centres, 5 points in 11 centres, 4 points in 8 centres, 3 points in 7 centres, 2 points in 9 centres and 1 point in 7 centres. On the contrary, Sholapur centre reported an increase of 4 points followed by Puducherry (2 points), Coimbatore and Srinagar centres 1 point each. Rest of the 3 centres indices remained stationary.
 
The indices of 37 centres are above All-India Index and other 39 centres’ indices are below national average. The index of Varanasi and Vijaywada centres remained at pam with all-India index.
 
The next index of CPI-IW for the month of January, 2014 will be released on Friday, 28 February, 2014. The same will also be available on the office website www.labourbureau.gov.in.

Policy for posting on sensitive Assignments: PCDA(CC) Order

Policy for posting on sensitive Assignments: Principal Controller of Defence Account (Central Command) - PCDA (CC) Order

 1. The station-wise seniority will be considered as and when vacancy arises at particular station.

2. At least one year's stay is essential at the station.

3. The date of occurrence of vacancy will be the date when the existing incumbent completes three years of his sensitive posting on that assignment. In case of retirement, the date of retirement will be reckoned as the date of occurrence of vacancy.. In case of permanent transfer, which happen before date of completion of three years tenure, the date of being relieved from the assignment will become the date of vacancy.

4. Seniority in respect of those who have previously served on sensitive assignments will be reckoned with effect from the date of completion of sensitive tenure served by them on previous occasion provided they have completed minimum cooling off period of three years.

5. APAR grading of minimum three 'Very Good and above for the immediately preceding three years of relevant quarter. In case there is missing AFAR among these three years, the inidivudual 's name will be dropped for consideration in that quarter and considered in next one provided the missing AFAR has been received.

6. For third sensitive assignments minimum of two outstandings-Fone very good AFAR grading is essential.

7. Persons who have served thrice or more on sensitive assignment will not be considered for further sensitive assignment.

8. Posting to the sensitive assignment will be decided on quarterly basis one month in advance through the Placement Board.

9. The crucial date for deciding seniority I cooling off period /station seniority of one year will be first day of the quarter.

10. If a person forgoes the sensitive assignment, he/she would be debarred for the sensitive posting for five years from the date of acceptage,

11. The sensitive assignment will be given to only those persons who have at least one year (12 months) service in hand.

12. The period spent by individuas in AO (Projects) Border Road/Unit Accountant Formations are treated as sensitive assignment and period spent in Imprest Section of Pay Accounts Office will not be considered as sensitive assignment.

13. If the eligible persons are not available at the same station, then volunteers may be called for from the whole Command.

14. In case of any eventuality not covered above arising the posting and selection will be done at the discretion of PCDA (CC).

15. The period spent in DPDO office is also not considered as sensitive assignment.

Railways agrees to union's demands

Railways agrees to union's demands

The Indian Railway has agreed to several demands of the National Federation of Indian Railwaymen (NFIR) including the scrapping of the new pension scheme among others.

The NFIR along with the Chairman - Railway Board and Member Staff held a meeting on Friday and presented their charter of Demands. The railways had taken a strike ballot on January 17 and 18 where 97.03% employees voted in favour of general strike. The meeting was attended by NFIR general secretary M Raghavaiah, NFIR president Gumansingh and NFIR working president R P Bhatnagar. NFIR vice-president J G Mahurkar said that NFIR had opposed the decision of new pension scheme imposed from January 1, 2014. A special communication was being sent to ministry of finance with the approval of railway minister recommending scrapping of the new pension scheme.

Also, it was decided that the railway board will go in for up-gradation of track maintainers. The board has also agreed granting appointment to wards of a railwaymen under the LARSGESS Scheme by relaxing norms.

Mahurkar said that the railway board has also agreed to grant appointment under the LARSGESS Scheme to employees. Also, it decided for up-gradation of 3,335 apex level group 'C' post to group 'B' gazetted. The railway board has agreed to consider absorption of quasi administrative staff and to find the solution. The railway board has agreed to discuss the anomalies of modified assured career progression, said Mahurkar.

OFFICE MEMORANDUM

Subject : Notice for strike by the Confederation of Central Government Employees and Workers on 12th and 13th February, 2014.

The undersigned is directed to intimate that the Confederation of Central Government Employees and Workers have given notice that the members of the affiliates of these Confederation will go on strike on 12th and 13th February, 2014 in pursuance of their Charter of Demands.

2. The instructions issued by the Department of Personnel & Training prohibit the Government servants from participating in any form of strike including mass casual leave, go-slow etc, or any action that abet any form of strike in violation of Rule 7 of the CCS (Conduct) Rules, 1964. Besides, in accordance with the proviso to Rule 17 (1) of the Fundamental Rules, pay and allowances is not admissible to an employee for his absence from duty without any authority. As to the concomitant rights of an Association after it is formed, they cannot be different from the rights which can be claimed by the individual members of which the Association is composed. It follows that the right to form an Association does not include any guaranteed right to strike. There is no statutory provision empowering the employees to go on strike. The Supreme Court has also agreed in several judgments that going on a strike is a grave misconduct under the Conduct Rules and that misconduct by the Government employees is required to be dealt with in accordance with the law. Any employee going on strike in any form would face the consequences which, besides deduction of wages, may also include appropriate disciplinary action. In this connection, your kind attention is also drawn to this Department’s OM No. 33012/1(s)/2008-Estt (B) (pt) dated 12th September, 2008 (copy enclosed).

3. A Joint Consultative Machinery for Central Government employees is already functioning. This scheme has been introduced with the object of promoting harmonious relations and of securing the greatest measure of co operation between the Government, in its capacity as employer, and the general body of its employees in matters of common concern, and with the object, further of increasing the efficiency of the public service. The JCM at the different levels have been discussing issues brought before it for consideration and either reaching amicable settlement or referring the matter to the Board of Arbitration in relation to pay and allowances, weekly hours of work and leave, whenever no amicable settlement could be reached in relation to these items.

4. The Central Government Employees under your Ministry/Departments may, therefore, be suitably informed of the aforesaid instructions under the Conduct Rules issued by this Department and other regulations upheld by the Hon’ble Supreme Court and dissuaded from resorting to strike in any form. You may also issue instructions not to sanction Casual Leave or other kind of leave to employees if applied for, during the period of the proposed strike and ensure that the willing employees are allowed hindrance free entry into the office premises. For this purpose, Joint secretary (Admn) may been trusted with the task of coordinating with security personnel. Suitable contingency plan may also be worked out to carry out the various functions of the Ministry/Department.

5. In case the employees go on strike, a report indicating the number of employees who took part in the proposed strike may be conveyed to this Department on the evening of the day.
