OFFICE MEMORANDUM

Subject: Identification of jobs/posts for persons with Disabilities- review thereof.

The undersigned is directed to refer to this Department's OM No. 36035/3/2004-Estt.(Res) dated 29.12.2005 circulating consolidated instructions relating to Reservation for the Persons with Disabilities.


2. Ministry of Social Justice & Empowerment, in pursuance of the provisions of section 32 of Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1995 had constituted an Expert Committee to review the identification of posts in all Groups in the Establishments of the Government of India and Public Sector Undertakings for persons with disabilities. On the recommendations of the Expert Committee, Ministry of Social Justice and Empowerment vide their Notification No. 16-15/2010-DD.III dated 29th July, 2013 has issued a amended list of identified posts in all Groups for persons with disabilities. A copy of this Notification, which is of more than 1500 pages, is available on the website of Social Justice and Empowerment.


3. Para 4 of this Department's OM No. 36035/3/2004-Estt.(Res) dated 29.12.2005 relating to identification of jobs/posts is amended accordingly and all the Ministries/Departments are now requested to utilise the list of identified posts specified in Annexure -C of the Ministry of Social Justice & Empowerment's Notification No. 16-15/2010-DD.111 dated 29.07.2013. It is further stated that the list of jobs/posts notified by the Ministry of Social Justiee and Empowerment is illustrative and the concerned Ministries/Departments can further supplement the list to suit their job requirements.


4. All the Ministries/Departments are also requested to bring the above instructions to
the notice of all appointing authorities under their control.

OFFICE MEMORANDUM

Sub: Central Government Employees Group Insurance Scheme – 1980 – Tables of Benefits for the savings fund for the period from 01.01.2014 to 31.12.2014.
 
The undersigned is directed to refer to this Ministry’s O.M. No.7 (2)/EV/2012 dated 15th January, 2013 forwarding therewith Tables of Benefits under CGEGIS for the year 2013. New Tables of Benefits for the savings fund of the Scheme based on a subscription of Rs.10 per month from 1.1.1982 to 31.12.1989 and Rs.15 per month w.e.f. 1.1.1990 onwards have been prepared for the year 2014 and a copy of the table is enclosed. 

Another Table of Benefits for the savings fund based on a subscription of Rs.10 per month for those employees who had opted out of the revised rates of subscription w.e.f. 1.1.1990 have also been drawn up for the year 2014 and a copy of that table is also enclosed. The amounts in the Tables have been worked out on the basis of interest @ 10% per annum(compounded quarterly) for the period from 1.1.1982 to 31.12.1982, 11% per annum (compounded quarterly) w.e.f 1.1.1983 to 31.12.1986, 12% per annum (compounded quarterly) w.e.f. 1.1.1987 to 31.12.2000, 11% per annum (compounded quarterly) w.e.f. 1.1.2001 to 31.12.2001, 9.5% per annum (compounded quarterly) w.e.f. 1.1.2002 to 31.12.2002, 9.0% per annum(compounded quarterly) w.e.f. 1.1.2003 to 31.12.2003, 8% per annum (compounded quarterly) w.e.f. 1.1.2004 to 30.11.2011, 8.6% per annum (compounded quarterly) w.e.f 1.12.2011 to 31.03.2012, 8.8% per annum (compounded quarterly) w.e.f. 1.04.2012 to 31.03.2013 and 8.7 % per annum (compounded quarterly) w.e.f. 01.04.2013 onwards. 
 
The mortality rate under the Scheme has been taken as 3.75 per thousand per annum up to 31.12.1987 and 3.60 per thousand per annum thereafter in both the cases. While calculating the amount it has been assumed that the subscription has been recovered or will be recovered from the salary of the month in which a member ceases to be in service failing which it should be deducted from accumulated amounts payable.
 
2. In its application to the employees of Indian Audit and Accounts Department this Office Memorandum issues in consultation with the Comptroller and Auditor General of India.

Subject :- Clarification concerning the GOI, MOD letter No.- 1(11)/06-D(Pen-C) PC dated 08.09.09, 05.03.2010 and Letter No.- 2(1)/2011-D(Pension/Policy) dated 03.02.2011 regarding disability pension/war injury pension/special family pension/liberalized family pension/dependent pension/liberalized dependent pension for the Armed Forces Officers and Personnel Below Officer Rank.

Reference :- This office Circular No 273 dated- 16.02.2001 and Circular No 458 dated-06.04.2011.

It is clarified vide GOI, MOD letter No 2(3)/2012-D(Pen/Pol) dt-22.10.2013, received through HQRs office, that the circumstances mentioned in 1) GOI letter No 1(11)/2006-(Pen-C) PC dated 8th Sep 2009, 2) GOI letter No 1(11)/2006-D(Pen-C) PC dated-05.03.2010 and 3) GOI letter No 2(1)/2011/D (Pen/Policy) dated 03.02.2011 would be equally applicable to all the three services i.e Army, Air Force, and Navy.

Sir,
It has been brought to the notice of the Ministry that some cases are pending finalisation for grant of liberalised family pension (LFP) for want of clarification in the Govt letters dated No. 1(11)/06-D(Pen-C) PC dated 08.09.09, No. 1(11)/2006-D(Pen-C) PC dated 5.3.10 & No. 2(1)/2011-D(Pension/Policy) dated 03.02.2011 (copies enclosed). The matter was considered in a meeting held under the chairmanship of the Secretary (ESW) on 24.05.2013. it was decided that the circumstances mentioned in the 3 letters would be equally applicable to all the three Armed Forces, although, some of them were included at the instance of Air HQrs. Army, Air Force and Navy may get the pending cases re-examined for eligibility of LFP in the light of clarifications given in the meeting and instructions contained in the said letters.
This issues with the approval of Secretary (ESW) & concurrence of MoD(Fin) vide 10(4)12010/Fin/Pen, dated 19.8.2013.

Subject: - Waiving recovery of excess amount of element of Non-Practising Allowance (NPA) paid to pre-1996 retired Armed Forces Doctors.

Sir,
The undersigned is directed to refer to this Ministry's ID No. 113A/D(Pen/Legal) dated 05.12.2008 regarding recovery of excess amount of NPA paid to pre-1996 retired Armed Forces Doctors.

2. On receipt of various representations from Retired Armed Forces Doctors, individually and through Associations, the Government reconsidered the matter on humanitarian grounds. After careful examination of the matter, the Government has now decided to waive recovery of excess amount of element of NPA paid to pre-1996 retired Armed Forces Doctors for the period from 11.09.2001 to 31.03.2008.

3. The amount of excess amount of the element of NPA recovered so far is not to be refunded.

4. This issues with the concurrence of Ministry of Defence (Fin/Pen) vide their U.O. 3501/FIP dated 22.11.2013.
