Respected Sir,

Sub:- Merger of Dearness Allowance with the Pay of the Central Government Employees – reg.

While thanking you for the decision for appointment of 7th Central Pay Commission, we request you to kindly appreciate that the Dearness Allowance paid to the Central Government employees had crossed 50% of pay as on 01.01.2011. This portion of the Dearness Allowance needs to be merged with the Pay for all purposes as was done in the year 2004.
 
2. According to the figures available, the Central Government employees will get at least 9% increase in the Dearness Allowance w.e.f. 01/01/2014 thus the DA may be almost 100% of pay.
 
NFIR, therefore, requests you to kindly see that Government takes decision for merger of 50% DA with pay for all purposes with effect from January 1, 2011.

OFFICE MEMORANDUM 

Subject: Air Travel on official account — relaxation of government instructions regarding.

Ministry of Finance (MoF) vide O.M. No. 19024/1/2009-E.IV dated 13.7.2009 inter alia envisaged that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/ point closest to their eventual destination, beyond which they may utilize the services of another airline etc. Department of Personnel & Training (DoPT) vide O.M. No.31011/2/2006- Estt.(A) dated 27th July, 2009 had extended the applicability of the MoF's instructions for LTC purposes. MoF directed that in all cases of deviation of above instructions etc. individual cases be referred to the Ministry of Civil Aviation for relaxation.

2. Ministry of Civil Aviation has been receiving a number of requests for consideration of blanket/ general permission on routes where Air India does not provide service. The matter has been examined in this Ministry in consultation with MoF, D/o Expenditure, DGCA and Air India and it has been decided to extend general/ blanket relaxation to travel by airlines other than Air India for official purposes/ LTC or TA on sectors where Air India does not provide service as given in Annexure-I, subject to condition that whenever Air India or its subsidiaries start operating on any sector(s) given in Annexure-I, this sanction shall become null and void for that particular sector(s) for the period of operation of flights by Air India or its subsidiaries on that sector(s) or until further orders/ updation on routes.
 
3. The purchase of air ticket would be continued as per Ministry of Finance's O.M.No.19024/1/2009-E.IV dated 16.09.2010 i.e. (a) either from AI's website or booking counter or (b) through government authorised travel agents namely M/s Balmer & Lawrie & Co., M/s Ashok Travel & Tours, and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No.31011/6/2002-Estt.(A) dt.02.12.09). Before booking a ticket, the updated routes available on Air India's official web-site [airindia.com] be consulted for operation of any AI flight or its subsidiaries flight on any of 37 routes and obtain a printout of it, for settling T.A claim.  While settling the T.A claim, the officer/official concerned would also give an undertaking that the ticket(s) have been bought at the lowest fare available on the day of booking.
 
4. As per MoF, D/o Expenditure's instructions, individual cases for relaxation for sectors/city pairs not covered in Annexure-I, may continue to be sent to Ministry of Civil Aviation for obtaining relaxation/ approval.

OFFICE MEMORANDUM
Subject: Implementation of Modified Assured Career Progression Scheme (MACPS) to the cadre of Junior Engineers of CPWD.

Reference is invited to this Directorate OM of even No. 1576 dated 9.11.2010, vide which the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was kept on hold.
 
Subsequently, vide this Directorate OM of even No. 301 dated 25,3.2011, orders for keeping hold the implementation of the MACPS to the cadre of the Junior Engineers /Assistant Engineers / Adhoc Executive Engineers was revoked. However, the MACPS to the cadre of Junior Engineers was again kept on hold vide OM of even No. 320 dt 31.3.2011
 
It has now been decided to revoke above referred orders dated 31.3 2011 of keeping hold the MACPS for Junior Engineers. MACPS notified vide DoPT ref. No. 35034/3/2008-Estt(D) dated 19.5.2009 shall be implemented for this cadre.

Note
1. Wherever the state minimum wages are higher than the wages notified herein, the higher wages shall stand protected and would be payable.
2. Bonus is mandatory as per Payment of Bonus Act 1965(as amended). The minimum bonus has been calculated on the minimum wage of Rs 3500. The upper limit of bonus is 20 per cent. Bonus is applicable for wages between 3500(Lower limit) to Rs 10000(Upper Limit).
3. ** Security Guards is allowed a day of rest after a continuous period of six days work every week. Moreover, when a security guard works for more than 48 hours in a week he is entitled wages on overtime rates i.e. double the ordinary rates wages.
4. Additional Charges: Additional charges will be levied in case of service being provided in remote/ disturbed/ hazardous areas as Field Allowance @ 25 percent on Basic Pay plus VDA will be entitled to ESM security guards when working in remote/disturbed area such as Northern Eastern States, J&K etc, or when working in areas hazardous to health such Coal Fields, Mines and Pipelines.
5. Wages are subject to amendments as and when promulgated from time to time.
