Sir/Madam,
With reference to the subject cited above it has been observed that employees of KVS on their transfer/promotion/deputation to another establishment of KVS/KVs & other Deptts. under non-entitled category of CGHS are not surrendering CGHS cards timely for cancellation.

As per text of M.H & F.W.. O.M. No.4-36/99-C&P/CGHS/CGHS(P) dated 01.07.2005, CGHS facilities can be extended to the families of the Central government servants who continue to stay back at the old station in a CGHS covered area even after the transfer of the Government servant to a Non-CGHS are. This
would be subject to the condition that the families of such central Government servants would be allowed to avail of CGHS facilities at the old station for a maximum period six months from the date of transfer of the Government servant to the non-CGHS area and that the government servant should make advance payment of the monthly CGHS contribution to his old office for a maximum period of six months.

Employees, those who have left their family behind at the old place of posting and in receipt of CGHS facility may apply for necessary permission for a period of not more than 06 months (effective from date of transfer of the Govt Servant) with requisite subscription in advance to respective authority of KVS.

All concerned are requested to surrender the CGHS cards immediately to the Controlling Officer while becoming in-eligible for CGHS facility.

It is therefore requested to circulate the instructions to the all concerned for strict compliance in letter and spirit.

This issue with the approval of competent authority.

Sir/Madam,
The Board of Governers of KVS in its 94th meeting held on 28.12.2012 has approved the recommendation of the Finance committee about the changes in the terms and conditions of appointment of teachers on contract in Kendriya Vidyalayas. The same is stated below for your information and needful compliance.
 
1.A contractual teacher who has served in a KV in a year may be considered in subsequent year(s) by the Selection Committee for a fresh appointment as Contractual teachers by following due procedure. Consolidated remuneration to be paid to different categories of teachers appointed on contract basis is appended as Annexure-I.
 
2. Consokidated payment on monthly basis may be made to the contractual teachers for the duties performed including invigilation/exam related work instead of per period basis hitherto in force in the Kendriya Vidayalas. However, the contractual teachers apponted for a period of less than a month will be paid on pro rata basis only. (Refer Annexure - II).
 
3. Teachers appointed on contractual basis will not be entitled for vacation pay and during Autumn/Winter break payment should be calculated on the pro rata basis.
 
You are requested to disseminate the information to all Kendirya Vidayalayas under your jurisdiction for compliance immediatley.
 
This issues with the approval of the competent authority.

Subject : PAYMENT OF LEAVE ENCASHMENT AS LTC ADVANCE

Sir,
1. I am directed to refer to GOI, MoD letter No.12647/Q Mov C/2610/D(Mov)/98 dated 11 Sep 98 as amended vide corrigendum No.B/33931/AG/PS-2(b)13343/D(Mov)/99 dated 10 Dec 99 and GOI, MoD letter No.12647/LTC/Mov C/2970/D(Mov)/08 dated 17 Dec 2008 which authorise encashment of annual leave up to 10 days along with LTC to the extent of total 60 days in a career span to cover incidental expenses incurred on travel by service personnel.

2. Since the Govt orders do not specify the time frame to be maintained while disbursing advance payment of leave encashment with LTC, a clarification was sought by CGDA from DoPT.

3. Now, DoPT vide their OM No.14028/2/2012-Estt-Estt.(L) dated 26 Jun 12 (copy enclosed) have clarified that the benefit of leave encashment on LTC may be allowed 60 days before proposed date of outward journey.

4, In view of the above clarification by D0PT, sanction of competent authority is hereby accorded for extension of DoPT instructions dated 26 Jun 12 as in para 1 above for all service pers also.

5. This issues with concurrence of Ministry of Defence (Finance/QA) vide their ID No. 9(2)/98/76/QA dated 11 Feb 2013.

Subject :  Electronic Indian Postal Order — launching of.

On the initiative of Department of Personnel and Training, Department of Posts has launched a service called "elPO (Electronic Indian Postal Order) w.e.f. 22.03.2013. This is a facility to purchase an Indian Postal Order electronically by paying a fee on-line through e-Post Office Portal i.e. http://www.epostoffice.gov.in. It can also be accessed through India Post website www.indiapost.gov.in . As per RTI Rules, 2012, fees may be paid by electronic means, if facility for receiving fees through electronic means is available with the public authority.

2. At present, this facility is provided only for Indian Citizens abroad across the globe to facilitate them to seek information from the Central Public Information Officers (CPIOs) under the RTI Act, 2005, Debit and Credit cards can be used to purchase elPO.

3. The user needs to get himself registered at the website. He has to select the Ministry/Department from whom he desires to seek the information under the RTI Act and the elPO so generated can be used to seek information from that Ministry/Department only. A printout of the elPO is required to be attached with the RTI application. If the RTI application is being filed electronically, elPO is required to be attached as an attachment.

4. It may be noted that this facility is only for purchasing an Indian Postal Order electronically. All the requirements for filing an RTI application as well as other provisions regarding eligibility, time limit, exemptions etc., as provided in the RTI Act, 2005 will continue to apply.

5. An elPO so generated must be used only once with an RTI application. To check any multiple use of the same elPO, the CPIOs shall maintain a record of the elPOs so received from Indian Citizens abroad. In case of any doubt, the details of elPO can be verified from the above mentioned site/portal of India Post.

The UPSC has announced the results of the written part of the Engineering Services Examination, 2012 held by U.P.S.C. in June, 2012, the candidates with the under mentioned Roll Numbers have qualified for Interview/ Personality Test:

2. The candidature of these candidates is provisional subject to their being found eligible in all respects.  The candidates would be required to produce the original certificates in support of their claims relating to age, educational qualifications, community, physical disability etc. at the time of the Personality Test.  They are, therefore, advised to keep their certificates ready and check before hand the requirement of certificates in accordance with the important instructions before appearance in the PT boards available on the website of the Commission.

3. In accordance with the Rules of examination all these candidates are required to fill up the Detailed Application Form (DAF), which is available on the Commission’s Website http://www.upsc.gov.in and submit the same ONLINE.  The DAF will be available on the website of the Commission upto 05.04.20133 till 11.59 P.M.  Important instructions regarding filling up of the DAF and submitting the same ONLINE to the Commission are also available on the website.  The candidates who have been declared successful have to first get themselves registered on the relevant page of the website before filling up the ONLINE Detailed Application Form.  The qualified candidates are further advised to refer to the Rules of the Engineering Services Examination, 2012 published in the Gazette of India, dated 10.03.2012, which is also available on the website of the Commission.

4. After submitting the DAF duly filled in ONLINE, the candidates are required to take out a print out of the finally submitted DAF separately and will have to send the printed copy of the DAF duly signed (by the candidate) alongwith all relevant documents to the Under Secretary (Engineering), Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069, so as to reach the Commission’s Office latest by 12.04.2013. The envelope containing the print out of the DAF submitted ONLINE should be superscribed “DAF for Engineering Services Examination, 2012”.   It can also be delivered at UPSC by hand till 12.04.2013 (5.00 P.M.).  In the event of non receipt of ink signed copy of the DAF, the candidature will be cancelled without any further notice.


5. The candidates are also required to bring the printed copy of the DAF duly signed (by the candidate) along with original documents and a photocopy each thereof at the time of Interview. The instructions for filling up DAF available on the Website along with the Rules of the Engineering Services Examination, 2012, must be read carefully with regard to the certificates that will be produced at the time of Interview. The candidate will be solely responsible for not producing sufficient proof in support of his/her age, date of birth, educational qualification, caste (SC/ST/OBC) and Physically disability status.

6. Interview of candidates who have qualified for the Personality Test are likely to be held in the month of April & May, 2013.  The exact date of interview will, however, be intimated to the candidates through Interview Letter.  Roll Number wise Interview Schedule will also be made available on Commission’s Website by second week of April, 2013.

7. No request for change in the date and time of the Personality Test intimated to the candidates will be entertained under any circumstances.

8.      The mark-sheets of candidates who have not qualified, will be put on the Commission’s Website within 15 days from the date of publication of the final result (after conducting Personality Test) and will remain available on the Website  for a period of 60 days.

9.      The candidates can access the marks-sheets after keying in their Roll Numbers and date of birth.  The printed/hard copies of the marks-sheet would, however, be issued by UPSC to candidates based on specific request accompanied by a self addressed stamped envelope.  Candidates desirous of obtaining printed/hard copies of the marks sheets should make the request within thirty days of the display of the marks on the Commission’s Website, beyond which such requests would not be entertained.

10.       The result will also be available on the U.P.S.C.’s Website http://www.upsc.gov.in.

11.       Union Public Service Commission have a Facilitation Counter at its campus.  Candidate may obtain any information/clarification regarding their examination/result on working days between 10.00 A.M. to 5.00 P.M. in person or over Telephone Nos.(011)-23385271/23381125/23098543 from this counter.

However, despite a lapse of considerable time, the DPC recommendations in respect of some of the officers (list enclosed) are yet to be furnished by the cadre units.

National Mission on Teachers and Training to be Launched to Improve Quality of Teachers and Teaching
The Minister of Human Resource Development, Dr. M.M. Pallam Raju today said that a National Mission on Teachers and Training will be launched which will lay down a roadmap to improve the quality of teachers and teaching thereby improving the educational delivery and learning outcomes in higher education institutions and added that a sum of Rs 100 crore has been provided in Annual Plan 2013-14.

The Minister further added that a major new initiative is the Centrally Sponsored Scheme (CSS) of Rashtriya Uchhatar Shiksha Abhiyan (RUSA) which will be launched to provide financial assistance to State Instituions. The total outlay for the scheme in the XII Plan is Rs. 25,000 crore of which a sum of Rs 500 crore has been provided in Annual Plan 2013-14.

On the issue of social imbalances in higher education system, the Minister said that National initiative will be launched for greater inclusion of socially disadvantaged sections of SCs, STs, Minorities, Backward classes, girls and inclusion of persons with disabilities in higher education will be accorded priority.

Since the launch of Direct Benefits Transfer (DBT) scheme on 1.1.2013, the Minister said that the Department of Higher Education has disbursed scholarships to 36060 students under ‘Universities / College Students’ and fellowship to 4971 students under ‘Fellowship Schemes of UGC’ and the amount has directly been transferred into the bank account of beneficiaries spread all over the country.

On the issue of elementary education the Minister said that thirteen states have asked for relaxation of guidelines in terms of qualification of teachers so that those states could have more number of teachers. He also expressed that untrained teachers in these states could be trained through distance education programme. There are 7.72lakh untrained teachers out of which 6 lakhs are being trained through this programme.

Regarding women’s education, he said that Sakshar Bharat Programme is being implemented to increase literacy level among women.

On Akash tablets, the Minister expressed that IIT Mumbai, has placed order for one lakh sets which are to be supplied by the end of this month. There is a gap in supply; the ministry is concentrating on content rather than hardware in order to let the people have choice about the set. The Ministry, he said wants to create enabling and conducive environment for technology based education.
