Sub:-Treatment of employees selected under LDCE Scheme/GDCE Scheme.

The undersigned is directed to refer to AIRF’s letter No.AIRF/MACP (9), dt. 08/01/2013 on the above subject and to state that on perusal of para 140(i) of IREM Volume-I, it has been observed as under-

1. 75% of the posts in the category of Chargeman ‘B’ in scale Rs.1400-2300 in Mech. & Elec. Eng., Deptts. & in the cadre of Draftsmen in these Departments will be filled by induction of Apprentice Mechanics as under:

(i). 50% plus shortfall, if any, against inter apprentice quota as at (ii) below, from open market through Railway Recruitment Board, and

(ii) 25% from serving employees fulfilling the following qualification:-

(a) Must have passed ITI  Act Apprenticeship in the relevant trade or 10+2 in science stream.

It is evident from the above position of IREM that it prescribes 50% quota in chargeman ‘B’ grade to be filled from open market i.e by direct recruitment and another 25% quota has been earmarked to be filled from amongst serving employees. As such only those employees who have been appointed as chargeman ‘B’ against 50% quota prescribed to be filled from open market can be treated as direct recruits in that grade and the case of employees selected against 25% quota earmarked to be filled from serving employees shall be treated as promotion for MACP purposes.

Subject: Central Vigilance Commission’s jurisdiction over employees of Multi-State Cooperative Societies like NAFED, KRIBHCO etc.

The undersigned is directed to say that a question has been recently raised as to whether Central Vigilance Commission functioning under the Central Vigilance Commission Act, 2003 has jurisdiction/superintendence over the MultiS tate Cooperative Societies like NAFED, KRIBHCO etc.

2. A legal opinion of Learned Attorney General was obtained which has been accepted by the Ministry of Law & Justice. The Ld. Attorney General has opined that the Members, office bearers and employees of the Multi-State Cooperative Societies would fail within the purview of Section 2(c) of the Prevention of Corruption Act and that the Central Vigilance Commission is duly empowered to exercise jurisdiction over NAFED and KRIBHCO and similar societies under Section 8 (1) of the CVC, Act, 2003.

3. All Ministries/Departments are requested to take note of the legal position stated above in so far as the societies with which they are administratively concerned for taking appropriate action.

Subject: Leveraging Aadhaar for improving the services of EPFO – regarding.

Sir,
This is in reference to Head Office letter No. RI(UID/2010/300351 dated 21.01.2013 on the subject cited above. The issue of expeditious enrolment of the EPF members was discussed with UIDAI Officials. ¡t has emerged that UIDA1 through its registrars has been organising enrollment camps in 18 states only. Register General of India (RGI) has been collecting data in respect of the remaining states through National Population Register (NPR). While the data collected by RGI is also being processed for issue of Aadhaar numbers by UIDAI, the methodology used by RGI for setting up enrolment camps is different i.e. it is being done on the basis of house-to-house data collected by enumerators during Census Operations 2011, unlike UIDAI camps, where any resident, Irrespective  of the place of residence, can get himself enrolled for Aadhaar number. This enrolment may take considerable time.

In view of the discussions held with UIDAI officials and the time required in the process of obtaining Aadhaar numbers, it may not be possible to obtain Aadhaar number / Aadhaar Enrolment number by EPF members by 1st March,2013. Therefore, it has been decided to not to make Aadhaar Number / Enrolment number mandatory for EPF members from 1st March, 2013. However, the field offices would make maximum efforts to obtain the available Aadhaar numbers of the EPF members.

Further your attention is invited to Head Office letter no. MIS-II/ISO-9001/2011-12/24686 dated 9th November 2012 on implementation of ISO 9001 Certification for the field offices which is a mandatory success indicator under the Results Framework Document (RFD). The updation of members’ master in database ¡s one of the standards required for the purpose. In view of the benefits that would accrue both to the EPF members as well as EPFO, It has now been decided to collect the core banking account number of all the contributing members as indicated In ECR.

The Regional offices and Sub-Regional offices should make an all-out effort to collect the core banking account numbers in respect of all the contributing members as indicated in ECR. Compliance of instructions may kindly be ensured in this regard.
